Having a language proficieny in German is a requirement to start studying in Germany. If candidates applying for university are graduates of high schools offering education in German and entitling “abitur”, language proficiency certificate in German is not required. Otherwise, candidates are required to get a sufficient score from TestDaf (Test of German as a Foreign Language) or DHS (Deutsche Sprachprüfung für den Hochschulzugang)
In Germany, there has been an increase in the number of undergraduate and graduate programs whose language of instruction is English. Although English proficiency is required to enroll in these programs, German proficiency is not required. Students with sufficient level of English can cope with most of their daily routines but having a certain level of German will be useful in terms of adjusting to social life.

There are, as stated above, private language courses such as German language courses, integration courses (integrationskurse), vocational German courses (Deutsch für den Beruf), Conversation and Writing courses (Konversation und Aussprache) and TestDaF preparation courses (VorbereitungTestDaF). University candidates must enroll in a language course for university and join preparation course for TestDaF/DHS examination. Some universities in Germany offer language courses within their bodies. These courses are reasonable in terms of both quality and tuition fee. Another advantage of these universities is that they send qualified students language course acceptance along with conditional pre-acceptance to university; hence, visa process gets easier. In other respect, students prepare for both language education as well as TestDaF/DHS examination within the body of a university.
There is two-phased process in front of a student to fulfill German language proficiency requirement in order to finalize university enrollment: the candidate must first learn German to a certain extent and then obtain required score from TestDaF or DHS examination.
Following is the German language levels according to European Union Language Commission’s Common European Framework of Reference for Languages:

Each level lasts for 1,5 or 2 months. Accordingly, language education including C1 level is completed in a period of 7,5 to 10 months. When occasions such as holidays and courses for preparation to examinations are added, it lasts for approximately 10-12 months.
If the candidate learning German in a proficient level takes one of the examinations below and obtains required score, he/she can make final enrollment to the university whose conditional pre-acceptance was already received.
1. TestDaF Examination (Test für Deutsch alsFremdsprache)
TestDaF is an advanced level language proficiency test recognized by all the universities in Germany. The examination equally measures speaking, listening, writing and comprehension skills of the candidate. Candidates may appear in this examination in Germany as well as in Test centers approximately in 80 countries authorized by TestDaF Institute.
Examinations results are assessed in 3 groups:
TestDaF Level 5
TestDaF Level 4
TestDaF Level 3
In order to fulfill language proficiency requirement of universities, it is compulsory to obtain minimum Level 4 certificate. Some departments such as medicine, law and number of engineering programs require Level 5 certificate.
2. DSH (Deutsche Sprachprüfungfür den Hochschulzugang)
DSH is an examination prepared and conducted by every university itself. Just like TestDaF examination, DSH examination also equally measures speaking, listening, writing and comprehension skills of the candidate. Students receiving sufficient score in this examination enroll in a university.
The examination is assessed in 3 groups:
DSH-1 (57-66 %)
DSH-2 (67-81 %)
DSH-3 (82-100 %)
In order to fulfill language proficiency requirement of universities, it is compulsory to obtain minimum DSH 2 certificate. Some departments such as medicine, law and number of engineering programs require DSH 3 certificate.
It is not an essential condition to complete B2 or C1 levels in order to enter TesDaf or DHS examination; a candidate may take the exam upon his/her desire. However, as taking the exam without sufficient preparation means waste of time, it is advised to take the exam upon successful completion of C1 level.
Tuition fees of language courses including C1 level vary between 3000 € and 4200 € depending on the city and quality of the course. Language courses offered within the bodies of universities range from 1000 € to 2500 €. However, some universities do not demand any fee apart from semester tuition fee.
It can be said that the most important stage of university education in Germany is to select a qualified language course because how well one learns German affects his/her academic achievements directly. Hence, it is highly important to enroll in a qualified course to have right beginning. Enrolling in a course just because the tuition fee is low may even become more costly in the long run as it extends German language learning process. Moreover, it may cause cancellation of residency or failure of obtaining visa for required condition of German language proficiency is not fulfilled in due time. It is advised to enroll in a language course that makes a commitment of offering 550 hours of language education in order to have visa application to result affirmatively.
